Green Strings or Red?

Wgreen sicklehat is the connection between this former Communist Soviet Party leader and Cary NC?  Well it seems that our Town Planners have put his extreme global environmental group in charge of our Sustainable Neighborhood study. “How does that happen?” you might ask. Simple. When you take money from the EPA, it comes with strings attached, some very serious stings.

We are seeing right here in Cary,  what is meant by “local solutions to global problems”. First, the Town announced: Cary One of Six Communities to Receive Sustainable Neighborhood Planning Grant from EPA.

In December of 2012 the Town of Cary was awarded a competitive technical assistance grant through the Creating Sustainable Neighborhoods Technical Assistance Grant Program. This program, part of the Environmental Protection Agency’s Building Blocks for Sustainable Communities Program, will allow Town staff to work with technical experts from Global Green USA to identify opportunities to create a vibrant, sustainable community in downtown Cary. The team will use the LEED Neighborhood Development (LEED ND) standard as an evaluation tool.

Next, take a closer look into Global Green. The Town of Cary website includes a press release which has an interesting bit about this company, sent in by the Federal Government’s EPA to rank our “sustainability index”:

Global Green USA is the American affiliate of Green Cross International, founded by President Gorbachev, to foster a global value shift toward a sustainable and secure future. Since 2003, Global Green USA has been a national leader in advocating for smart solutions to global warming including green building for affordable housing, schools and communities that save money, improve health, and create green jobs.

America’s Cold War enemy.  Gorbachev, it turns out, is the head of Green Cross International and a co-chair of the Earth Charter Commission, both of which push the United Nation’s radical environmental agenda. That agenda includes the Earth Charter, Agenda 21, and the UN treaties on climate change, biodiversity, sustainability. Global Green USA is Gorbachev’s subsidiary. Right here in the heart of Cary.

Global Green is going to foster a “global value shift”  for us. Anyone know what that is, exactly?  Does Cary really need a “smart solution to global warming” or “green building for affordable housing”? Raise your hand if you want your tax dollars spent to “create green jobs”. Care to wager on who gets those green jobs?

For that matter, when did it become the job of Town Hall to improve our health?

Although this may simply seem like more wasteful spending to you, there is a broader vision:

“We need a new paradigm of development in which the environment will be a priority. World civilization as we know it will soon end. We have very little time and we must act. If we can address the environmental problem, it will have to be done within a new system, a new paradigm. We have to change our mindset, the way humankind views the world.”

The emerging ‘environmentalization’ of our civilization and the need for vigorous action in the interest of the entire global community will inevitably have multiple political consequences. Perhaps the most important of them will be a gradual change in the status of the United Nations. Inevitably, it must assume some aspects of a world government.“

Well, that might explain what a global value shift”  is.

“We urgently need to build the critical mass and political will for the deep-rooted societal change that is capable of containing and then reversing the effects of climate change and environmental degradation. The future of humanity depends on it.

Green Cross promotes legal, ethical and behavioral norms that aim to change the values, actions and attitudes of government, the private sector, civil society and people at large so to ensure a sustainable future for humanity.”

Down the Garden Path

Many people warn of Agenda 21 and the influence of global governance from the UN. But others will point out that Agenda 21 has no teeth – the UN does not control US law. But, the “teeth” it needs are found in city and county government where your property rights, transportation, zoning regulations, eminent domain, and water rights are controlled.  Around the world these local government initiatives are called Local Agenda 21 or LA21. In the US it is “Sustainable Development” or “Smart Growth”. The “incentives” to local politicians to implement sustainable development regulatory controls come as federal grants from HUD, Department of Energy, Department of Transportation, and the EPA.  Global to Local.

We can see in our case, how this works. The EPA hands over millions of our federal tax dollars to an extreme international environmentalist group run by a former communist dictator, who also runs the Club of Rome and the Earth Charter.  Gorbachev’s Green Cross then sends their troops in to Cary, “free of charge”, to tell us that we do not have sustainable neighborhoods. They then choreograph  “community stakeholder meetings” and “public workshops” creating the appearance of citizen consensus for a predetermined plan. They leave us with a LEED sustainable neighborhood blueprint modeled after the UN’s Sustainable Development design.

Global Green sustainability team will visit each of the communities with other planning and sustainability experts from around the country— including Raimi+Associates, Farr Associates, and Agora Group. During the site assessment, the team will identify a neighborhood’s positive qualities, consult with community stakeholders in meetings and public workshops, and identify major opportunities to improve the sustainability of each neighborhood.

The Slow Creep of Regulatory Control

Once we accept the premise that our Town government is responsible for global warming, the environment, an “equitable” society and our health, there is no power denied.

The Global Green press release states that they will impose the “LEED Neighborhood Development (LEED ND) standard as an evaluation tool”. To get an idea of the depth and breadth of regulatory controls imposed by LEED ND requirements, take a look through their Sustainable Neighborhood requirements checklist. Here are some examples you will soon see being forced into Cary.

  • Mandatory “inclusionary zoning” and “zoning incentives” to drive affordable housing
  • Government funded high density “incentives” to developers
  • “Tax increment financing” – city borrows money to fund sustainable development
  • Forced walking and mass transit through designed parking shortages
  • Promote social equity by  forcing mixed economic levels, family sizes, and age groups to live together.
  • Forced “universal design” requirements on all buildings for materials, design, lot size, and energy usage.
  • Forced “light pollution” regulations.
  • Community gardens for local food production

Allow such a comprehensive plan to be put in place, and the price we pay will be more than higher taxes, it will be our property rights, our freedom of movement, our lifestyle decisions. Slow, creeping, regulatory control will come under the cover of “environmental stewardship”. You just wake up one day, micro managed by a massive, detailed, regulatory plan, controlled by unelected technocrats. Once such power is granted, it cannot be undone.


Is all of this the role of city government?

The answer depends upon who you ask.
